Ram Nath Kovind confers honorary rank of ‘General of Indian Army’ on Nepal Army Chief Gen Prabhu Ram Sharma

  • President Ram Nath Kovind has conferred Nepal Army Chief Gen Prabhu Ram Sharma with the honorary rank of ‘General of the Indian Army’.
  • Gen Prabhu Ram Sharma is on a four-day visit to India to explore ways to expand bilateral defence cooperation. The leaders of India and Nepal have often noted the age-old “Roti Beti” relationship.
  • Nepal had conferred the honorary rank of ‘General of Nepal Army’ to Indian Army Chief Gen MM Naravane in November 2020.

Indian Navy Commissions fourth Scorpene-class submarine INS Vela

  • The Indian Navy received the fourth Scorpene class submarine under Project 75 on November 09, 2021, after completing all trails at the sea.
  • The vessel has been commissioned in the Navy as INS Vela.
  • Under Project75 six submarines of Scorpene design are being constructed at Mazagon Dock Shipbuilders Limited (MDL) Mumbai, in collaboration with M/s Naval Group, France.
  • The first three submarines Under Project-75 which are functional are INS Karanj, INS Kalvari, and INS Khanderi.
  • Currently the Indian Navy has 12 submarines. Apart from this, there are two nuclear submarines INS Arihant and INS Chakra.

RBI launches Integrated Ombudsman Scheme, 2021 by integrating its old Ombudsman Schemes

  • Hon’ble Prime Minister Shri Narendra Modi on November 12, 2021 launched the Integrated Ombudsman Scheme, 2021 of the Reserve Bank of India. Ombudsman Scheme of RBI, is a grievance redressal mechanism framed by RBI for customers of banking sectors.
  • The new scheme integrates the existing three Ombudsman schemes of RBI namely,
    1. the Banking Ombudsman Scheme, 2006;
    2. the Ombudsman Scheme for Non-Banking Financial Companies, 2018; and
    3. the Ombudsman Scheme for Digital Transactions, 2019. 
  • The integration of the earlier three Ombudsman Scheme is a step towards ‘One Nation One Ombudsman’ approach by making the RBI Ombudsman mechanism jurisdiction neutral.
  • Apart from this, Non-Scheduled Primary Co-operative Banks with a deposit size of Rs. 50 crore and above, have been brought into the ambit of Integrated Ombudsman Scheme, 2021.
  • Some important features of this scheme is mentioned below:
New Scheme In Earlier Scheme
It will no longer be necessary for a complainant to identify under which scheme he/she should file complaint with the Ombudsman. Earlier the complainant had to figure out under which scheme (of the three scheme mentioned above) his/her complaint will fall and then register the complaint with RBI
The Scheme defines ‘deficiency in service’ as the ground for filing a complaint, with a specified list of exclusions. Therefore, the complaints would no longer be rejected simply on account of “not covered under the grounds listed in the scheme”. Earlier complaints with ‘deficiency in service’ by banks were rejected by RBI.
The Scheme has done away with the jurisdiction of each ombudsman office.A person haveing bank account in Kanpur, can register a complaint with RBI Mumbai also. Earlier all the Regional offices of RBI had been alloted some cities for which they would deal the complaint.
Centralised Receipt and Processing Centre (CRPC) has been set up at RBI, Chandigarh for receipt and initial processing of physical and email complaints in any language. No such CRPC was existing
  • The Executive Director-in charge of Consumer Education and Protection Department of RBI would be the Appellate Authority under the Scheme.

RBI launches Retail Direct Scheme for retail individual investors to buy G-secs

  • Prime Minister Narendra Modi has launched the Reserve Bank of India-Retail Direct (RBI-RD) Scheme of RBI on November 12, 2021. Under this, the retail investors (general public/individuals) can buy/sell government securities in both primary and secondary markets.
  • Objective: The Scheme aims to provide a safe, simple, direct and secured platform to investors for trade of Government securities.
  • Before this, institutional investors (like banks, insurance companies) could trade in government securities. But with the launch of RBI-RD Scheme, retail investors can also trade in government security directly, using the online portal (https://rbiretaildirect.org.in) developed by the Reserve Bank of India. 
  • Retail Direct Gilt (RDG) Account: To trade in G-secs the retail investors will have to open a Retail Direct Gilt (RDG) Account with RBI after which they can make investments in the Government security market via the following routes:
    • Primary issuance of government securities: Investors can place bid as per the non-competitive scheme for participation in primary auction of government securities and procedural guidelines for SGB issuance.
    • Secondary market: Investors can buy and sell government securities on NDS-OM (‘Odd Lot’ and ‘Request for Quotes’ segments).
  • The Payments for investment in Government Security can be done using saving bank account (which can be linked with RDG Account) through internet banking or Unified Payments Interface (UPI). 
  • RBI will not charge any fee for opening and maintaining the ‘Retail Direct Gilt account’ from the customers.

World Bank sanctions Rs 770 crore for Inland Water Transport department in Assam

  • The World Bank and Inland Water Transport (IWT) department of Assam has signed a Memorandum of Understanding (MoU) for a Rs 770 crore loan to improve river transportation in the state.
  • The information was given by Assam Chief Minister Himanta Biswa Sarma while flagging off four steel catamaran vessels at Pandu Port in Assam.
  • The central government would refund 80 percent of the sanctioned amount and the state government would bear the remaining 20 percent.

6th India-France bilateral Army exercise EX SHAKTI 2021 to begin on November 15

  • The Navies of India and France will carry out 6th edition of the biennial training exerciseEX SHAKTI 2021 from November 15 to 26, 2021 in Frejus, France. 
  • The Indian Army will be represented by the Gorkha Rifles Infantry Battalion and France Army will be represented by troops of 21st Marine Infantry Regiment of 6th Light Armoured Brigade.
  • The exercise will focus on Counter Terrorism operations and enhance military cooperation and inter-operability between the two Armies. 
  • Apart from this, India and France will also carry out biennial airforce training exercise ‘Exercise GARUDA’ , and biennial maritime training exercise ‘Exercise VARUNA’.

Professor Bimal Patel of India elected to International Law Commission for 5-yr term

  • Professor Bimal Patel of India has been elected to the International Law Commission for a period of five-year.
  • His five year term will start from January 1, 2023.
  • Prof Patel is the Vice-Chancellor of Rashtriya Raksha University and Member of National Security Advisory Board of India.
  • The 51-year-old Patel secured 163 votes in the UN General Assembly out of 192 members. This was the highest votes received by a candidate in Asia-Pacific Group.

  • Satya Narayan Pradhan has been appointed as the Director-General of Narcotics Control Bureau (NCB) on a deputation basis till the date of his superannuation on August 31, 2024, or until further orders.
  • He was the Director-General of the National Disaster Response Force (NDRF) and was given additional charge of Director-General of NCB after Rakesh Asthana (old DG of NCB) was appointed as Delhi Police Commissioner.

Fumio Kishida re-elected as Japan’s Prime Minister

  • Fumio Kishida has been re-elected as the prime minister of Japan in the parliamentary elections held on November 10, 2021.
  • Kishida’s governing party Liberal Democratic Party scored a major victory securing 261 seats in the 465-member lower house.
  • The 64-year-old Fumio Kishida is the former Foreign Minister of Japan.
