Pradhan Mantri KIsan SAmman Nidhi (PM-KISAN)
Objective – Pradhan Mantri KIsan SAmman Nidhi (PM-KISAN) is a Central Sector Scheme to provide income support (Rs.6000 per annum per family) to all Small and Marginal Farmers (SMFs) families to supplement their financial needs for procuring various inputs related to agriculture and allied activities as well as domestic needs.
Definition of Families: SMFs landholder farmer family is defined as “a family comprising of husband, wife and minor children who collectively own cultivable land upto 2 hectare as per land records of the concerned State/UT”.
Date of Effectiveness: The scheme is effective from December 01, 2018 for transfer of benefit to eligible beneficiaries. The first instalment to eligible beneficiaries during this financial year 2018-19 shall be for the period from 01.12.2018 to 31.03.2019.

Cut-off Date
- The cut-off date for determining the eligibility of beneficiaries is February 1, 2019.
- Any changes to land records after that would not be considered for eligibility of the benefit for the next five years except transfer of land on succession in case of death of landholder.
Financial Outlay
- Budget provision of Rs. 20,000 crore has been kept for financial year 2018-19 for disbursal of financial benefit to the eligible landholding SMFs families.
- Similarly, for financial year 2019-20, a budgetary provision of Rs. 75,000 crore has been kept.
- The Scheme to be implemented as Central Sector Scheme with 100% financial support
by Government of India (GoI).
Beneficiaries
- All landholding farmer families having cultivable landholding upto 2 hectare, whose names appear in the land records of States/UT as on February 01, 2019, are eligible to get benefit under the scheme.
- However, there are various Exclusion Categories for the scheme notified by the Government.
- Farmer who is not having land holding in his name is ineligible for the scheme.
- Both urban and rural cultivable land is covered under the scheme. Agricultural land being used for non-agricultural purpose will not be covered for benefit under the scheme.
Benefits
- Under this scheme, landholder farmer families having total cultivable land holding upto 2 hectare will get direct income support of Rs 6000 per year per family.
- This amount will be paid in three equal instalments of Rs 2000. (at each 4 months)
- The entire financial liability towards transfer of benefit to targeted beneficiaries will be borne by Government of India.
- The fund will be directly transferred to the bank accounts of the beneficiaries.
Implementation Strategy
- The amount will be paid in three equal instalments of Rs 2000 at an interval of every 4 months.
- The first instalment to eligible beneficiaries during the financial year 2018-19 shall be paid for the period from December 1, 2018 to March 31, 2019.
Monitoring of the Scheme
- For effective review and monitoring of the scheme, a Project Monitoring Unit (PMU) will be set up at Central level in DAC&FW headed by Chief Executive Officer.
- At the National level, there will be a Monitoring Committee headed by Cabinet Secretary.
- State Govt. shall also notify the Monitoring Committees at the State & the District Level
Aadhaar Capturing: Aadhaar Number by UIDAI is mandatory for the scheme from the second instalment.

Modi launches PM-KISAN scheme, 1.01 cr farmers get 1st instalment of Rs 2000 on Day 1
- Overview: Prime Minister Narendra on February 24, 2019 launched the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme by transferring the first instalment of Rs 2,000 each to about 1.01 crore farmers. The amount has been deposited in the bank account of the farmers.
- Those who did not get the instalment on day 1 will get it in coming days. The launch was done in Gorakhpur, Uttar Pradesh.
